II Seminario Internacional sobre Mecanismos Nacionales de Implementación, Informes y Seguimiento de
Recomendaciones en Derechos Humanos
El 8 y 9 de mayo de 2024, se llevó a cabo en Asunción, Paraguay, el II Seminario Internacional sobre Mecanismos Nacionales de Implementación, Informes y Seguimiento de Recomendaciones en Derechos Humanos , bajo la organización del Gobierno de la República del Paraguay, con el copatrocinio de los Gobiernos de Portugal y de Marruecos y el apoyo de organismos y organizaciones internacionales.
Delegaciones de unos 20 países y 13 representantes de organismos y organizaciones internacionales se dieron cita en la capital de Paraguay para continuar compartiendo experiencias, lecciones aprendidas y mejores prácticas en esta materia; propiciar la cooperación; dar seguimiento a la “Declaración de Marrakech” de diciembre de 2022, a las iniciativas en el marco del Consejo de Derechos Humanos de las Naciones Unidas sobre la temática y otras afines; y principalmente, establecer una Red Internacional de Mecanismos Nacionales de Implementación, Informes y Seguimiento (NMIRF, por sus siglas en inglés).
En el encuentro se abordaron temas como la importancia del involucramiento y participación de la sociedad civil y de las Instituciones Nacionales de Derechos Humanos, y de la articulación con gobiernos locales y con los parlamentos, así como los sistemas y herramientas de gestión de información y las oportunidades de cooperación para el fortalecimiento de capacidades. Como principal resultado, se adoptó la “Declaración de Asunción” como documento fundacional de una Red Internacional de Mecanismos Nacionales de Implementación, Informe y Seguimiento que, bajo los principios de no vinculatoriedad, inclusividad y complementariedad, aspira a ser una comunidad sostenible para institucionalizar la cooperación, la alianza, el diálogo y el intercambio de conocimientos y experiencias, a fin de facilitar la identificación, documentación y el intercambio de buenas prácticas y esfuerzos colaborativos para el establecimiento y fortalecimiento de los NMIRF.
Conforme lo señala el documento, “Cualquier Estado Miembro de las Naciones Unidas que no se haya adherido a la Red durante el Seminario en Asunción y desee hacerlo, como Miembro o como Observador, deberá comunicar formalmente al Comité Ejecutivo su interés de adherirse a la Red y su decisión de adoptar la presente Declaración”, por lo que se extiende una invitación permanente y abierta a todos los Estados miembros de las Naciones Unidas para adoptar la Declaración de Asunción y adherirse a la Red Internacional.

II International Seminar on National Mechanisms for Implementation, Reporting and Follow-up of
Recommendations on Human Rights
On May 8 and 9, 2024, the II International Seminar on National Mechanisms for Implementation, Reporting and Follow-up of Recommendations of Human Rights was held in Asunción, Paraguay, under the organization of the Government of the Republic of Paraguay, with the co-sponsorship of the Governments of Portugal and Morocco and the support of international organizations.
Delegations from 20 countries and 13 representatives of international organizations met in the capital of Paraguay to continue sharing experiences, lessons learned and best practices in this matter; to promote cooperation; to follow up on the “Marrakech Declaration” of December 2022, the initiatives within the framework of the United Nations Human Rights Council on the subject and other related ones; and mainly, to establish an International Network of National Mechanisms for Implementation, Reporting and Follow-up (NMIRFs).
The meeting addressed topics such as the importance of the involvement and participation of civil society and National Human Rights Institutions, and coordination with local governments and parliaments, as well as information management systems and tools and cooperation opportunities for capacity building. As the main outcome, the “Declaration of Asuncion” was adopted as the founding document of an International Network of National Mechanisms for Implementation, Reporting and Follow-up that, under the principles of non-binding, inclusiveness and complementarity, aims at being a sustainable community to institutionalize the cooperation, alliance, dialogue and exchange of knowledge and experiences, in order to facilitate the identification, documentation and exchange of best practices and collaborative efforts for the establishment and strengthening of NMIRFs.
As the document states “Any UN Member State that has not joined the Network during the Seminar in Asunción and wishes to join it, as a Member or as an Observer, must formally communicate to the Executive Committee its interest to join the Network and its decision to adopt the present Declaration”, so that a permanent and open invitation is extended to all Member States of the United Nations to adopt the Asuncion Declaration and join the International Network.
