To apply for a consular passport, applicants must:
Fees: The Consular Passport has a cost of USD 55 (fifty-five U.S. dollars). As the Consulate does not accept cash, checks and credit cards you must pay with Money Order or Draft check to the Consulate of Paraguay.

Notes: The applications are processed by the Consulate. All Consular Passports are printed in Paraguay and then forwarded to the respective Embassy or Consulate.
Consular Passports are valid for 5 years (two years in case of naturalized paraguayans). Consular Passports are not renewable, a new passport has to be expedited.
CONSULAR PASSPORT FOR MINORS:
Minors under the age of 18 are not allowed to apply on their own. Parents or tutors must apply in person for it and sign the application. In case the parents are absent, either an authorization issued by the Judiciary in Paraguay or an authorization to travel signed by both parents is needed.
To confirm identity, the following documents must be presented:
1. Copy of passports or ID cards from both parents.
2. Copy of the minor’s birth certificate.
3. Document to prove legal custody, in case of absence of one or both parents.
Note: Starting April 1t, 2020, to comply with Document 9303 of the International Civil Aviation Organization (ICOA) regarding machine-readable official travel document, consular passports are issued by the Ministry of Foreign Affairs in Asuncion be handed to the applicant. Consular passports are valid for five years and they are not renewable, a new passport has to be expedited.
NAME CHANGE ON CONSULAR DOCUMENTS:
The National Police is the only government Institution authorized to make name changes in ID cards and passports. Embassies and Consulates are not authorized to do so. In case the need arises due to changes on the civil status of a person, the request must be presented to the proper office of the National Police in Paraguay.
TEMPORARY PASSPORTS:
Is a travel document issued only for exceptional situations to enable a Paraguayan citizen to return to Paraguay. It is valid only for 60 days.
Requisites
1. Presentation of an expired Paraguayan passport or Paraguayan civil identity card. In case of loss, the proof of the complaint made to the local police, or an affidavit signed by the owner must be submitted.
2. A recent photo size 5 X7 cm, White background (Passport size).
3. The cost of issuing is USD 30.00 payable via money order to the Consulate of Paraguay. Cash, personal checks, credit, or debit cards are not accepted.
